What Documents Do You Need to Ship Cargo from Dubai?

Cargo containers ready for shipping from Dubai with customs documents prepared.

Missing paperwork is the most common reason a shipment gets held at a border or port. Before your cargo leaves Dubai, customs on both sides need a complete and matching set of documents — and the exact list depends on what you are shipping, where it is going, and whether it is personal or commercial.

This checklist covers the documents required to ship cargo from Dubai, what each one does, and the mistakes that cause delays.

What Are the Core Documents for Shipping Cargo from Dubai?

Almost every international shipment from Dubai needs the same core set. Get these right and most clearances go through without a problem.

1. Commercial Invoice

The commercial invoice is your shipment’s passport. It tells customs what you are sending, what it is worth, who it is going to, and why. It must be on company letterhead, signed and stamped, with full buyer and seller details, exact product descriptions (not generic terms), quantity, unit price, total value, currency, Incoterms, and the HS code for each product line. Under-declaring the value is a customs violation, so the invoice must reflect the real transaction price.

2. Packing List

The packing list shows what is physically inside each package: package count and type, net and gross weight, dimensions, and shipping marks. It must match the commercial invoice exactly — same descriptions, same quantities, same weights. When the two documents disagree, customs holds the shipment while the difference is investigated.

3. Bill of Lading or Air Waybill

Issued by the carrier, this is the transport contract and proof that the cargo was loaded. Sea freight uses a bill of lading; air freight uses an airway bill. It is also the buyer’s proof of ownership — without it, the consignee cannot claim the goods at the destination.

4. Certificate of Origin

The certificate of origin proves where the goods were made, which decides the duty rate at the destination. For UAE-origin goods it is issued by the Dubai Chamber of Commerce or the relevant free zone authority. Some destinations need it stamped or in a specific form — for example, shipments to Saudi Arabia often need a Chamber-stamped certificate, and preferential rates under a trade agreement only apply if the certificate references that agreement.

5. Export Declaration (Mirsal 2)

Export clearance from Dubai is filed electronically through Mirsal 2 on the Dubai Trade portal. Your customs broker or freight forwarder submits the declaration with digital copies of the supporting documents, and a Customs Exit Certificate must be issued before the cargo departs. A valid UAE trade licence and an active Customs Business Code are prerequisites for filing.

6. Trade Licence and Customs Code

For commercial shipments, customs needs a copy of your valid UAE trade licence, and its listed activities must match the type of goods you are shipping. Your Customs Business Code, registered through the Dubai Trade portal, must be active.

What Documents Do You Need for Personal Cargo from Dubai?

Personal shipments are simpler. You normally need a passport or Emirates ID, a detailed packing list with values, and — for road moves to GCC countries — the consignee’s residence visa or Iqama at the destination. Used personal effects are often duty-exempt, but only if the packing list describes them honestly as used. New items still in their packaging are treated as commercial goods and need an invoice.

What Extra Documents Do Some Shipments Need?

Depending on the cargo and the destination, customs may also ask for:

  • Dangerous goods declaration — mandatory for chemicals, batteries and other hazardous cargo, under IATA and IMO rules.
  • Health or phytosanitary certificates — for food, plants, agricultural products and animal-derived goods.
  • Import or export permits — for regulated goods such as medicines, telecom equipment and certain electronics.
  • Insurance certificate — proof the cargo is covered if it is lost or damaged in transit.
  • Authorisation letter — if someone other than the owner is clearing the shipment.

What Goes Wrong When Documents Are Missing or Incorrect?

A single missing document, or a packing list that does not match the invoice, can hold a shipment at the port or border — and storage fees start adding up while it waits. Roughly one in five first-time customs submissions on the Saudi Fasah platform is held for a documentation discrepancy, which is why experienced movers check the full set before the truck leaves Dubai. The fix is simple: prepare every document in advance, check that names, values and weights match across all of them, and keep originals where the destination requires them — photocopies are not accepted for bills of lading and certificates of origin in many countries.

Frequently Asked Questions

Do I need a commercial invoice for personal effects?

For genuinely used personal effects you normally need a valued packing list rather than a commercial invoice. Anything new, or any item you are shipping for sale, needs a proper commercial invoice.

Who files the export declaration in Mirsal 2?

Your freight forwarder or customs broker files it for you through the Dubai Trade portal. Next Movers handles the full export declaration as part of its cargo shipping service from Dubai to GCC destinations.

Does the packing list have to match the invoice exactly?

Yes. Descriptions, quantities and weights must agree across the invoice, the packing list and the bill of lading. Any mismatch is the fastest way to get a shipment held at customs.

How long does it take to get a certificate of origin?

Usually 2 to 3 business days if everything is submitted correctly to the Chamber of Commerce. Allow extra time if the certificate needs attestation for a specific destination.

Can Next Movers prepare the documents for me?

Yes. Tell us what you are shipping and where it is going, and we will prepare the invoice, packing list and customs filing for you — request a free quote to start.

Good documents make for fast cargo. If you are unsure which papers your shipment needs, ask before you book — a five-minute check now can save days at the border.
